[pkg-golang-devel] Bug#864343: Add mips64el for 1.6

1.8 is already in the archive, so I’m not sure why you’re talking about 1.6
:).

Note that the mips64el port is marked experimental by upstream. I’m not
sure whether we should include experimental ports.
