[pkg-golang-devel] Bug#917132: Do not compress favicon.ico file

The file:

/usr/share/doc/golang-1.11-doc/favicon.ico.gz

should not compressed, so that godoc can serve it. (After fixing
that, the symlink at /usr/lib/go-1.11/favicon.ico.gz should be
updated as well.)
