I did a test build, and the changes look good.  Did some minor
changes, and commited them to cvs.

BTS or the debian gis mailing list is probably better, to avoid me
being a bottleneck.

Cc to the debian-gis mailing list, to let the others know about this
great progress.

More people should test the new build rules, and then we should upload
a new mapserver into unstable.  Will probably have to wait for the C++
transition to get further along.
