I got a user in #debian running etch to confirm the problem. Looks like
it is specific to etch.

Can you re-purge and re-install, then do this:
(this will grab some lines of context for me)

grep -C 5 mapscript /var/cache/debconf/config.dat

Can you also try this after it fails:

sed -i -e s/apache2//g /var/lib/dpkg/info/php4-mapscript.config
sed -i -e s/apache2//g /var/lib/dpkg/info/php4-mapscript.postinst
apt-get -f install
