[DebianGIS-dev] Bug#606247: FTBFS: missing libedit-dev build dependency

While trying to build an l10n NMU of mapserver, I found out that it
fails to build from source in a pbuilder chroot because of missing
libedit development files.

Indeed, the package is missing a build dependency on libedit-dev. It
probably was hidden until now because another build dependency was
pulling it in....and that dependency was recently dropped.

I have a ready NMU to fix this (plus pending debconf translations) and
will upload it to DELAYED/2
