Indeed so. You can see from
<http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=551281>
that David Paleino agreed to adopt this package in October last year,
and I also note that there has been some activity in
<http://git.debian.org/?p=pkg-grass/mapnik.git;a=summary> since
then.

I suggest that anyone interested ping him for an update. Myself,
I would like to have an upload so that I'm no longer incorrectly
listed as Maintainer (surely it is generally polite to upload to 
change Maintainer shortly after ITA?) but otherwise I'm not
interested in this package any more.
