Justification: Policy 8.1

Hello,

HDF5 packages do not follow Debian policy on shared libraries:

* We should have lihdf5 with the soname number inside the name of the package
not the whole version of hdf.
* The version number of the soname should be increased only when the ABI is 
changed and not on each new upstream release.

Please consider changing this, it would same a lot of time for maintainers
of packages based on hdf5 (jhdf, scilab, etc).
