Even if David is doing a good job currently in the OSM field, OSM does
not cover all aspect of GIS area. Mappers would simply not interested
in maintainance of - just to say - Orfeo toolbox. That said, also
people involved in the GIS area rarely are also interested in
distribution. So, even if DebianGIS project is quite known among
GIS community, there are very few people that are interested in
helping and/or able to use part of their working/free 
time to collaborate.
