Bug#664245: tilestache-seed only seeds first 10 tiles

Dear Maintainer,

The current packaged version of tilestache contains an important bug in
tilecache-seed whereby only the first 10 tiles are seeded. This has been
fixed upstream in 1.27.3 and above.

I recommend we simply bump to a later upstream version.
