Bug#713893: python-qgis: Couldn't load PyQGIS

Dear Maintainer,

running qgis, pop up a window complaining about
python support. I though installing the python-qgis was enough
to use the python qgis features.

here is the full window content:
Couldn't load PyQGIS.
Python support will be disabled.
