I'm a bit surprised postgis doesn't even appear in its control file. It
pgrouting usable without postgis? Also note that postgis-2.1 is
(hopefully) just around the corner. I'd advice you to test pgrouting
with it.
It's certainly not usable without postgres, so please add a dependency
on postgresql-9.3.
Did you consider packaging it for pgapt as well?
