Bug#735075: netcdf: bump to 4.3.0

Dear Maintainer,

The netCDF version currently available is 4.1.3 and was released in June 2011.
Numerous releases haven't made it int Debian since then, the latest being 4.3.1 as of November 2013. Please bump.
