Not only this:  I watched closely the update process that experimental
was included ... and it did.

Yep:

$ cat /var/cache/pbuilder/base.cow/etc/apt/sources.list.d/02-experimental.list 
deb http://http.debian.net/debian/ experimental main
$ sudo cowbuilder --update
