reportbug allows you to add additional email adresses to the CC. Press 's'
when asked to confirm sending the bugreport, and add
pkg-grass-devel at lists.alioth.debian.org.

Even member of the Debian GIS team can create repositories using the
setup-repository script on Alioth. See:
