Sorry, perhaps this is not "unrelated", but ....
ogr2ogr -a_srs WGS84 -f "SQLite" -dsco SPATIALITE=YES \
-where 'PTT="143471"' -nln "143471" -append \
wcp_2015.sqlite wcp.xml
Segfaults too.
