Bug#806641: josm: Plugins geotools and cadastre-fr are not loaded

Dear Maintainer,

Launching JOSM, already used following plugin are not loaded :

Geotools : version 31774
Cadastre-fr : 31772

These 2 are up to date.

I can't tell when this problem appeared because I am only occasionnal user.

Unfortunately, my friend Google couldn't help me...
