Alright. If we're going to keep node-mapnik around, we need to get
mapnik-vector-tile (0.10.0+dfsg-1) ready for upload.

Do you prefer a separate mapnik-clipper package, or just bundling
clipper.{c,h}pp in mapnik-vector-tile?
