Bug#820281: python-qgis-common: Should Depends/Recommends python-shapely

Hi!

Unless python-shapely is installed, we won't have
"Vector geometry tools → Polygonize" available in the QGIS geoalgorithms.

While gis-workstation Recommends python-shapely, an user who installed
qgis "directly" (ie, without installing gis-workstation and pulling all
the dependencies/recommendations) won't have this operation available.

Shouldn't python-qgis-common (or python-qgis?) Depends (or at least
Recommends) python-shapely?
