Hi, I don't know about the openmpi breakage, but it seems it hit a lot of packages,
and your package is currently FTBFS because of it (probably)

the build log has many
make[4]: *** No rule to make target '/usr/lib/aarch64-linux-gnu/hdf5/openmpi/lib/libhdf5.so', needed by 'lib/libpdal_plugin_filter_voxelgrid.so'.  Stop.

Seems that the above file is provided by libhdf5-openmpi-dev, maybe it is just a matter of a new dependency to add, but due to 

the libng16 transition I'm sorry but I can't investigate more.
Please don't hesitate to ask for a quick NMU if you can't investigate too, and I'll make sure to increase the priority of this failure.

I uploaded on DoM a build with the additional dependency, not sure how it will go.
