Because vtk & vtk6 are such problematic packages, I dropped the PCL
support in PDAL 1.2.0 to not have VTK in the dependency chain.

Unfortunately pdal (1.2.0-1~exp1) is still in NEW. If that takes too
long I'll drop it from the 1.1.0 package in unstable too.
