Can you provide more information who to reproduce this issue?

NetCDF 4 support is enabled in the new netcdf packages:

  $ grep NC_STRING /usr/include/netcdf.h
  #define NC_STRING       12      /**< string */
  #define NC_MAX_ATOMIC_TYPE NC_STRING

There have been many changes since libnetcdfc7 from netcdf 4.1.3, your 
use probably needs to be adapted for netcdf 4.4.x.
