pycoast (Was: RFS: pykdtree and pyresample)

There is an issue with the test data in the shapes subdirectory, its
REAMDE file documents the following:

 We await permission from the data provider
 to include these shapes in pycoast testing.

This subdirectory will need to be excluded from the repacked upstream
tarball until the license for the data is clarified and DFSG compatible.

The upstream source also includes pre-built sphinx documentation, this
should also be excluded from the repacked upstream tarball. It gets
removed in the clean target, thereby deleting files that are committed
in git.

I've pushed some changes to update the copyright file, can you have a
look at the repacking?
