Until the GPL-2 code in SAGA is relicensed to GPL-2+ we'll just exclude
the problematic file and disable the related functionality. A new
repacked upstream release has been uploaded to experimental.

The upstream issue about the cluster_isodata.cpp license has also been
updated: https://sourceforge.net/p/saga-gis/bugs/226/
