Hi,
during a test with piuparts I noticed at least one upgrade path from
jessie to stretch not working properly because apt preferred to keep
some packages (libgeos-dev) at the jessie version instead of
removing some obsolete packages (libgeos-c1 libspatialite5) and installing
the stretch replacements (libgeos-c1v5 libspatialite7).
This can be simply fixed by adding
  Breaks: libgdal1h
to libgdal20.
I verified that the upgrade path is working cleanly with such a rebuilt
package.
