Bug#852237: libsfcgal1: make OpenSceneGraph optional

Dear Maintainer,

while installing the PostGIS extension for PostgreSQL, libsfcgal1 got installed.
It depends on optional libopenscenegraph, which depends on hundrets on many audio
 and video codecs (ffmpeg and others).

>From my point of view, only very few people want these packages on a server,
which is about to store and provide spatial data.

Furthermore, SFCGAL's website mark OpenSceneGraph and Qt as "optional".
So these packages should also be default on Debian.
