PDAL 1.5 for Debian

If you're need the PDAL 1.5.0 packages on stretch, you'll need to
backport the pdal & python-pdal packages from testing for stable which
involves rebuilding the package in a stretch environment.

The same goes if you're using jessie, but then you should really
consider upgrading to stretch first.

If there is sufficient demand for PDAL backports, I'll provide those for
stretch-backports.
