You can thank the libdap maintainer for not coordinating his 
transitions.

libdap 3.19.0-1 was accepted from the NEW queue during the gdal 
transition causing this issue.

If libdap had been uploaded to experimental first and the transition 
coordinated, this issue would not have occurred.
