Bug#863938: cannot install josm-plugins without downgrading josm

Package: josm-plugins

The following packages have unmet dependencies:
 josm-plugins : Breaks: josm (>= 0.0.svn11640) but 0.0.svn12275+dfsg-1~exp1 is installed
 josm : Conflicts: josm-plugins but 0.0.svn33172+ds-1~exp1 is to be installed

Can't they be released at the same time? Or just depend on josm with no version.
