The automatic debug packages are available in separate repositories 
which you need to add to your /etc/apt/sources.list, see:

  https://wiki.debian.org/DebugPackage

For stretch the sources.list entry would be:

  deb http://debug.mirrors.debian.org/debian-debug/ stretch-debug main 
contrib non-free
