Then document this in the comment for the lintian override.

Like pyresample this needs to be documented in the comment for the
lintian override.

There should at least be an issue for Python 3 support upstream. 2020 is
not far away any more and the future of Python 2.7 in distributions
looks bleak after then.

Just add python3-sphinx to the build dependencies, as suggested in the
extended description of the lintian tag:
