Bug#886194: src:qgis: QScintilla2 -dev packages renamed, please update build-depends

Dear Maintainer,

In the transition that has just started, libqscintilla2-dev has been renamed
libqscintilla2-qt4-dev to match upstream changes.  libqscintilla2-qt4-dev
provides libqscintilla2-dev, so your package won't immediately FTBFS, but it
would be good to update the build-depends in your next upload.

If you plan an upload soon, please let us know so that we con't binNMU the
package and save the buildd time of doing it twice.
