debian: New repack and version.

wxsvg is underway, unbundle it in d/copyright together with lz4. Rewrite
version as a combination of 4.8.6 + a git snapshot notation reflecting
that the upstream "release" is defined by a branch, not a tag, and there
could be new commits on this branch.

Doc installation bugfixes.

Bug: https://github.com/OpenCPN/OpenCPN/issues/1166

While changing the deps is enough in isolated builds, explicit
options are required on build hosts with both gtk2 and gtk3 available.

gtk2 is used because of reasons described in  #1666.

Revert to compat level 9.
