Ideally you should revert those changes, and so that you only bump the
version in the build dependencies.
The substvar changes were made to make the build dependency version the
only change required for grass transitions to a new point release.
Transitions to a new minor release also require changes related to the
grass$(MAJOR)$(MINOR) paths (in debian/patches/rpath for gdal-grass &
debian/qgis.sh for qgis).
