Please review ogdi-dfsg, it's required to build gdal 2.5.0 with proj 6.0.0

Hi,

Thanks for your work on the NEW queue.

The missing license reported for ogdi-dfsg has been fixed in
4.0.0+ds-1~exp2.

OGDI 4.0.0 removed the PROJ dependency, which allows GDAL 2.5.0 to build
with both OGDI and PROJ 6.0.0.

The first beta of GDAL 2.5.0 has been released today and I'd like to get
it into experimental as soon as possible, without dropping the OGDI
dependency.

Can you please review ogdi-dfsg to allow it and gdal 2.5.0 to build in
experimental?
