It's easy to setup a cowbuild chroot, see:

Your initial patch changed the installed files, not the source files in
the package used for the build as your second does, so that's good.

The changes from that patch are already included in the version uploaded
to unstable, see:

Note the DEP3 patch headers. For more information about those see:

This commit will be cherry-picked for the stable update.

The package in buster won't be switched to Python 3, such a change is
inappropriate for a stable update. The package in bullseye has already
dropped Python 2 support, see:

I'll start preparing the stable update to fix this issue (including the
missing symlinks) soon. Since we cannot upload it before the fixed
package has migrated to testing, I'll focus on the broken mapnik that
surfaced during the ongoing proj transition first.
