Bug#936590: gdal: Python2 removal in sid/bullseye

The scripts in the python-gdal package have moved to the python3-gdal
package since 2.5.0~beta1+dfsg-1~exp1, all subsequent releases are still
in experimental pending a transition (which is blocked by the ongoing
proj transition).

There are a few rdeps of python-gdal left which will break when
python-gdal is no longer built. This will happen as part of the gdal
transition to 3.x.
