that is fine, but probably you meant the opposite. Nevertheless these
information should be added as best as possible.

Oh, no, COPYING only contains the LGPL-2.1 license text. The example at
the end is about LGPL-2.1+, but that is totally unrelated to the license.
Some lines before it says: "END OF TERMS AND CONDITIONS".
