You modified rpm/qgis.spec.template in this commit, which is not
appropriate. Modification to the upstream source should always be made
with patches, but in this case the rpm spec file is useless since you're
building Debian packages.

Instead of adding the template rule, just remove the line for
libqsqlspatialite.so, that's what the upstream packaging does with that
template, and makes future merges easier.
