Compat level 12 is only usable as-is on testing/unstable and
{old,}stable-backports.

Ubuntu only supports it in bionic-backports, for xenial changes will be
required.

We generally use compat level 9 for GIS packages because that's widely
supported, even compat level 10 requires backports for xenial. If there
is no specific need for a higher compat level using 9 is best for
everyone. This is also documented in the team policy:

Once xenial is EOL (in April 2021) we'll update the policy to recommend
compat level 11 as that's available in bionic (without backports). While
OSGeoLive is based on bionic, UbuntuGIS also backports those packages to
xenial, hence the need to stick to the lowest common denomintator
(oldest non-EOL Ubuntu LTS).
