Why this change?

The previous version was more correct, your build is a backport of
2.4.2-2 in Debian.

Your update contains many more changes than just a rebuild of
2.4.2-1~bionic0 which was the previous version in ubuntugis-unstable.

When creating a backport, just append the appropriate suffix to the
version you're backporting, like your initial change.
