Note that this bug is about getting rid of the .la file, not about
emptying dependency_libs. src:proj has often SONAME bumps, so if you
remove the .la file at the next one there will be no problem, since
reverse dependencies of libproj will be rebuilt anyway.

Note that in general there is little reason to ship .la files,
especially in cases like this when there is no libltdl (and plugins
based on it) used.
