Not in my interpretation. Changes (and additions) are allowed but
require the name to be changed like the "Integrity of The Author's
Source Code" clause of the DFSG:

"
 The license may require derived works to carry a different name or
 version number from the original software.
"

The following part of the BeTA2007 terms state this:

"
 But in case of changes or additions the name BeTA2007 shall not be
 used anymore.
"
