This bumped the debhelper compatibility to 12 which is not supported on
Ubuntu xenial which complicates backports for UbuntuGIS. This is why we
still default to 9 for most packages in this team.

It also restructured the control file which breaks consistency with our
other packages. We use the cme formatting for all packages.

Likewise the gbp.conf file was removed which is not in line with our
other packages, at least the pristine-tar option and
--source-only-changes is used for all our packages.

I've pushed changes to restore consistency with our other packages.
