Bug#964132: qgis: Please switch from sip4 to sip5

Is there a migration guide how to migrate to sip5?

qgis uses sipconfig to get various bits of information about SIP,
sipbuild doesn't seem to have the same information available.

I'd appreciate points how to port this to sip5. Otherwise I'll have to
wait for upstream to add support for sip5.
