Bug#964132: qgis: Please switch from sip4 to sip5

With these two PRs (both merged now), qgis builds fine with SIP v5.

So the remaining work is updating build- and run-time dependencies:

- Bump all mentions of pyqt5 to >= 5.15.0+dfsg-1+exp2.
- Bump all mentions of qsci to >= 2.11.5.
- Remove mentions of python3-sip and python3-sip-dev.
- Add dependency on sip5-tools.
- Remove dh_sip3 call from debian/rules.

Most probably I will not upload the new stack to unstable before end of
August, but staging these changes in experimental or in some git branch will
help to save time when those uploads are done.
