Bug#953418: josm: use standard default path $HOME/.config, $HOME/.cache and $HOME/.share

Dear Maintainer,

Would you, please, move and split the default path for preferences to
use the standard $HOME/.config, $HOME/.cache and $HOME/.share, like upstream does.
