Bug#974849: josm: presets are not translated in Debian version

Dear Maintainer,

When starting JOSM after downloading it via APT, by clicking on the
.desktop entry in GNOME, the software starts with the correct
translation *expect* the presets.

After downloading josm-tested.jar and running it with java -jar, the
presets are translated.

The version number is the same from upstream and from Debian package.

Attached are screenshots of the Debian version, and the upstream
version. The presets are appearing in English in the Debian version,
instead of in my case French.
