Because -1~exp1 precedes -1, the correct revision is: 0.5-1.

 dch -v 0.5-1 -D unstable "Move from experimental to unstable" -b

You'll need to use -b because the UNRELEASED changes already use -2
which is greater than -1 that should be used.
