I've pushed a few more changes. With that I think it's ready now.

Since new binary packages are introduced it will have to pass the NEW
queue, which require binary uploads. Since source uploads are required
for testing migration uploads to NEW should be targeted to experimental.
Once the package is accepted the subsequent upload can target unstable
if no serious issues were found.

For uploads to experimental we use the ~exp<N> suffix so that the -1
upload can go to unstable.
