Hi,

Whilst working on the Reproducible Builds effort [0] we noticed that
mapcache could not be built reproducibly.

This is because CMake's RPATH is not stripped (even with chrpath it
seems!), needing us to avoid it being set with -DCMAKE_SKIP_RPATH=ON.
